Subject: [PATCH] Add the Maven Central snapshot repository

Enables using CloudSim Plus SNAPSHOT versions before they are released.
Final versions still come from Maven Central.
- Fix the project version case: 9.0.0-snapshot -> 9.0.0-SNAPSHOT,
  since repository paths are case-sensitive.
