sigs: add Q&A video to the Promo SIG page - #874

Adds the same block used on the other SIG pages directly below the intro paragraph: a "Watch the Q&A video" label, a one-sentence description, and the embedded YouTube player.

Adds the Promo SIG Q&A video from the AlmaLinux YouTube channel to the Promo SIG page: https://youtu.be/J7JzHVkRSe0
