Update the Gradle wrapper to 9.7.1 and AGP to 9.4.1, along with coroutines, okio, jna, atomicfu and the maven-publish plugin.

Replace com.android.library with com.android.kotlin.multiplatform.library and move the Android configuration into the kotlin { android { } } block. Instrumented tests live in the androidDeviceTest source set, and the android.builtInKotlin / android.newDsl opt-outs are no longer needed.

Kotlin stays at 2.2.21 because 2.3.0 - 2.4.x reject the generated bindings in compileNativeMainKotlinMetadata (KT-88548), which also holds back annotation and kotlinx-serialization.

Stop tracking the generated Kotlin binding in gl-sdk/bindings.
