Moves the ParamsKeyword sample from net6.0 to net10.0 and updates the test packages (NUnit 5.0.0, NUnit3TestAdapter 6.3.1, Microsoft.NET.Test.Sdk 18.11.0, coverlet.collector 10.1.0), with the tests rewritten to Assert.That. Adds the C# 13 params collections examples from the article (AddRange with params IEnumerable, Count with params ReadOnlySpan, a Basket class with array and span overloads), moves the article's signature examples into ParamsSignatures.cs so they compile, and adds six tests covering them.
