Instruction change rationale — reviewed diff at 57b35e74f.

File / instruction block Addition, deletion, or replacement Rationale / where guidance remains
5 AGENTS files Remove 5 opening repository/path/topic banners. Their scope or purpose is already clear from the location and retained body; these titles organize no distinct sections. The instructions themselves remain.
45 skill opening titles Remove opening titles that repeat skill names or frontmatter descriptions. The metadata already supplies the identity and purpose. Title-only edits preserve frontmatter, the remaining body, code blocks, and organizing headings.
.agents/skills/agents-md/SKILL.md Add an authoring rule to omit redundant opening banners. Makes the token-saving criterion explicit for repository, path, or body context, with a reason and permission to keep useful headings.
.agents/skills/agents-md-review/SKILL.md Flag redundant opening banners as Content-free during review. Catches recurrence during review using the existing verdict vocabulary, while preserving headings that organize rules or add context.
.agents/skills/skill-discipline/SKILL.md Add the equivalent rule for skill metadata titles. Prevents a skill author from repeating an already-available name or description; meaningful section headings remain allowed.

No application or intent files change in this PR.

Validation: all 45 canonical skills in this PR passed Tessl and the skill-creator validator. Across the complete cleanup, 66 unique changed skills passed both checks. All 45 frontmatters remain unchanged; 47 files have exact title-plus-separator removal, and only the three stated policy files add rules. All five AGENTS/CLAUDE sibling links remain valid.

Independent review and git diff --check pass. The heading commit rebased onto latest master with an identical range-diff patch. No application or intent files change.

Lines changed: production code +0/−0; tests +0/−0; other files +8/−100 across 50 files.
