test: count only packet-handling errors in the malformed-packet test - #467

The presence reports its own failed broadcast sends through onError, so on a host with no broadcast route the malformed-packet test saw EHOSTUNREACH errors that have nothing to do with the packets it sends. Closes #466

The malformed-packet test asserted that the whole
onErrorlist was empty, but the presence reports its own failed broadcast sends there too, so a host with no broadcast route failed it withEHOSTUNREACH. The test now ignores send failures and still fails on any other error.Closes #466
