Summary

Update root AGENTS.md to require risk-based, targeted verification rather than automatically running every test suite after each small edit.

• Skip automated tests for clearly non-behavioral changes when no mandatory gate applies.
• For code changes, run the smallest relevant test(s) at useful checkpoints, not every edit.
• Expand testing only for justified integration/security/release risks or mandated CI gates.
• Preserve existing repository-specific instructions and report skipped checks accurately.

Validation

Documentation-only change: reviewed scope; no local test suite run. Existing branch protection and required CI status checks remain in force.
