Pin the Go toolchain for the actionlint hook.

The rhysd/actionlint v1.7.12 hook uses language: golang. Without language_version, pre-commit uses the system Go when go is on PATH. The build can fail when that Go version is older than 1.25, GOTOOLCHAIN=local is set, or automatic toolchain download is unavailable.
