fix(guardrail): detect direct pushes using merged PR records - #56
Identify PR merges into this repository's main using GitHub's merged-PR records, including rebase merges, rather than trusting committer names or exempting bot pushes.
Correlate matching PRs with the captured push payload's repository.pushed_at, accepting epoch or UTC ISO timestamps within a documented 60-second tolerance. This avoids runner-queue and rerun timing errors and alerts on stale merge restorations.
Always alert for forced updates; if event timing is missing or invalid, warn and send an alert rather than suppressing it.
Validate the Slack webhook before the successful-merge early exit and require HTTP 200, rejecting redirects and delivery failures.
Test the actual shell script with isolated GitHub and Slack stubs in a dedicated CI job that also runs for test-only changes.
Scope and relationships
Changes are limited to .github/workflows/guardrail-audit-alert.yaml, .github/workflows/ci.yaml, and tests/test_guardrail_audit_alert.py. Action interfaces, releases, dependencies, and existing Python tooling are unchanged. The guardrail workflow and test file are identical across all fifteen action repositories; other CI content and pins are preserved.
This addresses the concern reviewed in action-detect-act-env#53, without using the unsupported github.run_started_at context from Copilot's corrective commit. The guardrail correction can merge independently of the actionlint-pinning PR.
All ten guardrail test methods passed in every repository, covering 35 checks per repository, including timestamp/window boundaries, delayed runs/reruns, pagination, PR identity, forced and bot pushes, missing configuration, lookup failures, payload escaping, and HTTP redirects/delivery failures.
Workflow/test byte equality and absence of unrelated CI changes were checked across all fifteen repositories.
No live Slack webhook delivery was exercised.
Known limitation
This is best-effort temporal correlation, not complete event-provenance tracking. A rewind and restoration within 60 seconds of the original PR merge may still suppress the restoration alert. That bounded limitation is intentional; exact detection of every replay is outside this change's scope.
Guardrail workflow: Identify merges into main from GitHub’s merged-PR records, including rebase merges. Suppress alerts only when the PR merge SHA, base repository, base branch, and merge time match the push event. Use repository.pushed_at with a ±60-second tolerance.
Alert handling: Always alert on forced pushes. Warn and alert when the push timestamp is missing or invalid. Require the Slack webhook URL before checking for a matching PR, and fail unless Slack returns HTTP 200.
Tests and CI: Add a guardrail-test job and tests for merge-time boundaries, delayed runs, PR identity and pagination, forced pushes, invalid timestamps, webhook failures, payload escaping, and event context.
Limitations: The workflow uses best-effort time correlation. A rewind and restoration within 60 seconds of the original PR merge may still suppress an alert. Reported test and cross-repository validation results are not independently established by the supplied evidence.
The guardrail workflow checks for qualifying merged pull requests before suppressing push alerts. It validates Slack delivery and fails on missing configuration or lookup and delivery errors. CI runs tests that execute the workflow script with stubbed GitHub and Slack commands.
Changes: Guardrail Audit Alert
Layer / File(s)
Summary
Push alert decision and delivery .github/workflows/guardrail-audit-alert.yaml
For non-forced pushes, the workflow suppresses alerts only for a merged pull request that matches the pushed SHA, targets main in the same repository, and has a merge time within 60 seconds of the push timestamp. Forced pushes and invalid or missing timestamps proceed to alerting. The workflow fails if the Slack webhook is missing or delivery does not return HTTP 200.
Workflow tests and CI tests/test_guardrail_audit_alert.py, .github/workflows/ci.yaml
Tests run the workflow script with stubbed GitHub and Slack commands. They cover pull-request matching, timestamps, failures, HTTP status, payload escaping, and workflow context. CI runs the test suite.

A stalled Slack response can delay the alert job for hours. Adding a delivery timeout and tightening two tests would reduce that risk; the remaining concerns are bounded and do not by themselves block merging.

See also --max-time and --connect-timeout. ... By prefixing the host with a '+' you can make the entry time out after curl's default timeout (1 minute).
If --max-filesize is provided several times, the last set value is used.
Examples:
curl --max-filesize 100K https://example.com
curl --max-filesize 2.6M https://example.com
See also --limit-rate.
--max-redirs <num>
(HTTP) Set the maximum number of redirections to follow. When --location or --follow are used, this option prevents curl from following too many redirects. By default the limit is set to 50 redirects. Set this option to -1 to make it unlimited.
If --max-redirs is provided several times, the last set value is used.
Example:
curl --max-redirs 3 --location https://example.com
See also --location and --follow.
-m, --max-time <seconds>
Set the maximum time in seconds that you allow each transfer to take. Prevents your batch jobs from hanging for hours due to slow networks or links going down. This option accepts decimal values.
If you enable retrying the transfer (--retry) then the maximum time counter is reset each time the transfer is retried. You can use --retry-max-time to limit the retry time.
The decimal value needs to be provided using a dot (.) as decimal separator - not the local version even if it might be using another separator.
If --max-time is provided several times, the last set value is used.
Examples:
curl --max-time 10 https://example.com
curl --max-time 2.92 https://example.com
See also --connect-timeout and --retry-max-time.
--metalink
This option was previously used to specify a Metalink resource. Metalink support is disabled in curl for security reasons (added in 7.78.0).
If --metalink is provided several times, the last set value is used.
Example:
curl --metalink file https://example.com
See also --parallel.
--mptcp
Enable the use of Multipath TCP (MPTCP) for connections. MPTCP is an extension to the standard TCP that allows multiple TCP streams over different network paths between the same source and destination. This can enhance bandwidth and improve reliability by using multiple paths simultaneously.
Particularly useful when wanting to issue HTTP requests without leading slash or other data that does not follow the regular URL pattern, like "OPTIONS *".
curl passes on the verbatim string you give it in the request without any filter or other safe guards. That includes white space and control characters.
If --request-target is provided several times, the last set value is used.
Example:
curl --request-target "*" -X OPTIONS https://example.com
See also --request.
--resolve <[+]host:port:addr[,addr]...>
Provide a custom address for a specific host and port pair. Using this, you can make the curl requests(s) use a specified address and prevent the otherwise normally resolved address to be used. Consider it a sort of /etc/hosts alternative provided on the command line. The port number should be the number used for the specific protocol the host is used for. It means you need several entries if you want to provide addresses for the same host but different ports.
By specifying "*" as host you can tell curl to resolve any host and specific port pair to the specified address. Wildcard is resolved last so any --resolve with a specific host and port is used first.
The provided address set by this option is used even if --ipv4 or --ipv6 is set to make curl use another IP version.
By prefixing the host with a '+' you can make the entry time out after curl's default timeout (1 minute). Note that this only makes sense for long running parallel transfers with a lot of files. In such cases, if this option is used curl tries to resolve the host as it normally would once the timeout has expired.
By default, curl uses an exponentially increasing timeout between retries.
Starting in curl 8.16.0, this option accepts a time as decimal number for parts of seconds. The decimal value needs to be provided using a dot (.) as decimal separator - not the local version even if it might be using another separator.
curl complies with the Retry-After: response header if one was present to know when to issue the next retry (added in 7.66.0). That means the server can override the retry delay. To handle server retry delays that may be longer than expected, you can use --retry-max-time to limit the total retry time.
If --retry-delay is provided several times, the last set value is used.
Example:
curl --retry-delay 5 --retry 7 https://example.com
See also --retry and --retry-max-time.
--retry-max-time <seconds>
The retry timer is reset before the first transfer attempt. Retries are done as usual (see --retry) as long as the timer has not reached this given limit. Notice that if the timer has not reached the limit, the request is made and while performing, it may take longer than this given time period. To limit a single request's maximum time, use --max-time. Set this option to zero to not timeout retries.
The retry timer starts immediately before the first transfer attempt and includes time spent sleeping between retries (such as delays defined by --retry-delay). Before each new retry is started, curl checks whether the elapsed time has reached the specified limit. If it has, no further retries are performed.
A transfer that has already started is allowed to run to completion even if this makes the total wall clock time exceed the limit. Use --max-time to also cap the duration of each individual transfer attempt.
Starting in curl 8.16.0, this option accepts a time as decimal number for parts of seconds. The decimal value needs to be provided using a dot (.) as decimal separator - not the local version even if it might be using another separator.

A libcurl-using application running in a known physical environment (e.g. an embedded device with only a single network connection) may want to act immediately if its lone network connection goes down. That can be achieved by having the application monitor the network connection on its own using an OS-specific mechanism, then signaling libcurl to abort.
## curl does not return error for HTTP non-200 responses
Correct. Unless you use `-f` (`--fail`) or `--fail-with-body`.
When doing HTTP transfers, curl performs exactly what you are asking it to do and if successful it does not return an error. You can use curl to test your web server's "file not found" page (that gets 404 back), you can use it to check your authentication protected webpages (that gets a 401 back) and so on.
The specific HTTP response code does not constitute a problem or error for curl. It sends and delivers HTTP as you asked and if that worked, everything is fine and dandy. The response code is generally providing more higher level error information that curl does not care about. The error was not in the HTTP transfer.
If you want your command line to treat error codes in the 400 and up range as errors and thus return a non-zero value and possibly show an error message, curl has a dedicated option for that: `-f` (`CURLOPT_FAILONERROR` in libcurl speak).
You can also use the `-w` option and the variable `%{response_code}` to extract the exact response code that was returned in the response.

Set a timeout for Slack delivery.
The curl call has no overall transfer deadline. A connected webhook that never completes can keep the step blocked until GitHub Actions cancels the job at its default 360-minute limit. Add --max-time so the workflow reports delivery failure promptly.

Make the curl stub print the status only when --write-out is passed.
The stub prints HTTP_STATUS on every call. If the workflow drops --write-out, real curl returns only the response body. The stub still prints 200, so the HTTP-status tests pass without detecting the change.
Print the status only when --write-out is in the arguments. Without the flag, the stub prints only ok. The workflow then reads ok as the status and exits 1, so the 200 case fails as intended.

Summary
mainusing GitHub's merged-PR records, including rebase merges, rather than trusting committer names or exempting bot pushes.repository.pushed_at, accepting epoch or UTC ISO timestamps within a documented 60-second tolerance. This avoids runner-queue and rerun timing errors and alerts on stale merge restorations.Scope and relationships
Changes are limited to
.github/workflows/guardrail-audit-alert.yaml,.github/workflows/ci.yaml, andtests/test_guardrail_audit_alert.py. Action interfaces, releases, dependencies, and existing Python tooling are unchanged. The guardrail workflow and test file are identical across all fifteen action repositories; other CI content and pins are preserved. This addresses the concern reviewed in action-detect-act-env#53, without using the unsupported
github.run_started_atcontext from Copilot's corrective commit. The guardrail correction can merge independently of the actionlint-pinning PR.Validation
Known limitation
This is best-effort temporal correlation, not complete event-provenance tracking. A rewind and restoration within 60 seconds of the original PR merge may still suppress the restoration alert. That bounded limitation is intentional; exact detection of every replay is outside this change's scope.
