Description

The affiliation review is based on the best-practice guidelines; the tiered,
differentiated recommendations are a separate exercise that needs more effort
and dedicated reviewers. This PR:

  • moves the "Software Tiers and Differentiated Recommendations" section of
    projects/guidelines.html verbatim to a new page, projects/software-tiers.html,
    leaving a pointer (first commit, text move only);
  • removes the hedging in the guidelines that was needed while the review was
    differential: affiliated projects adhere to the best-practice guidelines, the
    General Guidelines are required, the language-specific ones recommended
    (second commit);
  • states on the new page that a differential review against a tier can be
    requested after discussion with the Steering Group.

Wording of the tier recommendations themselves, the "target Tier" mention on
the affiliated page and the Google review template are left for a follow-up.

AI use: the text moves and build checks were done with Claude Code under my
direction; all wording was reviewed and partly written by me.

The affiliation review is based on the best-practice guidelines; the
tiered, differentiated recommendations are a separate exercise. Move
the "Software Tiers and Differentiated Recommendations" section of
projects/guidelines.md verbatim to projects/software-tiers.md (headings
promoted one level, and its reference to the best-practice section
turned into a link), leaving a pointer in its place.

Remove the hedging that was needed while the review was differential:
affiliated projects adhere to the best-practice guidelines, the General
Guidelines are required and the language-specific ones recommended.
State on the new tiers page that affiliation requires the best-practice
guidelines only, and that a differential review against a tier can be
requested after discussion with the Steering Group.

Looks good and makes the frontpage much leaner, which was needed. As a minor fix from the previous version, I kept the order consistent across tier enumeration and explanation.

The host serves browsers (HTTP 200) but returns 403 to the GitHub
Actions runner, so the pre-existing link in projects/guidelines.md
fails the check whenever that page is modified.

Hi @paullaycock, following up from our little exchange - this looks great and is a very much welcome improvement/clarification IMO 👍.

Let's what for 3-4 approvals and we merge.

Thank you very much.
