Update to ouroboros-network-2.0 and ouroboros-consensus-5.2 - #80

Add a `ghc967` dev shell, so `.envrc` can select it with `use flake .#ghc967`. Add `pkg-config` and `liburing` to the dev shell. The shell normally provides `ouroboros-consensus` and its dependencies prebuilt. When cabal cannot use those prebuilt packages, it builds them from source, including `blockio-uring`. `blockio-uring` needs `liburing`, which it finds through `pkg-config`, so without them that build fails. `dmq-node` needs the `cborg` sub-library of `typed-protocols`, so it rebuilds `typed-protocols`, and everything that depends on it from source. This is why we need to include `pkg-config` and `liburing`.

Bump CHaP index-state, `network-mux ^>=1`, `ouroboros-network ^>=2.0` and `ouroboros-consensus ^>=5.2`. Fix the call to `connectToNode` which now takes a negotiated data flow callback.
