Check a local DLR for every patch before a release is built from it - #67
CI applies Build/dlr-patches to a fresh DLR checkout every time. A local ../dlr is patched once, and when a new patch lands it falls behind. 0102-jit-on-fresh-stack just did that. dotnet build and Util/package-release.sh then build against it without a word, so a locally made archive or installer is not the build CI tests.
Util/run-tests.sh already had the check, as a warning. This PR moves the check into its own script, Util/check-dlr-patches.sh DLR_DIR. When a patch is missing, it exits 1 and names the newest missing one:
run-tests.sh still only warns. A test run against another DLR is sometimes the point.
package-release.sh stops before it builds, because a release has to be CI's build.
Build/dlr-patches/README.md says so.
CI itself is not affected, since its DLR always has every patch.
Tested against a DLR with all patches (exit 0), one without 0102 (exit 1, names it), one with no patches (exit 1), and a directory that is not a git checkout (exit 0, nothing to check).

New Features
Added a check to verify whether all required DLR patches are applied.
Release packaging now stops if required patches are missing. Test runs warn about missing patches but continue.
Documentation
Clarified how patch verification differs from test-run warnings and release-packaging checks.

Util/check-dlr-patches.sh
Walkthrough
A shared script checks whether a DLR checkout has all listed patches applied. The test script uses it to warn and continue when patches are missing. The release script uses it to stop packaging when patches are missing.

Summary
Shared patch check Util/check-dlr-patches.sh
The new script checks the patch series by reverse-applying patches to temporary copies of touched files. It reports the first failed patch and exits with a failure status.
Test and release integration Util/run-tests.sh, Util/package-release.sh, Build/dlr-patches/README.md
The test script warns and continues if the check fails. The release script stops if it fails. The README documents the check and these caller behaviors.
Largo/ironruby#46: Adds the inline reverse-apply check that this PR extracts into a shared script.
Largo/ironruby#22: Adds the original inline reverse-application check that this PR moves into a shared script.

Release packaging can reject a patched DLR or accept one missing a required patch, depending on the working and temporary directories. Fix both checks before merging.

- Line 23: Update the temporary-directory setup used by the reverse-application
check so Git treats `$check` as an independent repository even when `TMPDIR` is
inside another checkout; initialize a separate repository there or otherwise
prevent discovery of the enclosing repository, ensuring `git apply --reverse`
checks the intended patch paths.
- Line 18: Update the patch enumeration in the checker to run `git apply
--numstat` from `$dlr_root`, so paths are evaluated relative to the DLR
repository root; preserve the existing patch input and `cut` processing.

git apply in a repository's subdirectory skips the patch's paths outside it. Run from
Util/, the copy got no files and a fully patched DLR was refused; with TMPDIR inside a
checkout, the reverse applies checked nothing and an unpatched DLR passed. The copy is
now a repository of its own, and --numstat runs there too.
