.NET October 2026 Updates #6017

Release a new version of ServiceControl 6.21 including the runtime from the .NET October 2026 Updates (.NET 10.0.13).

There are no code changes. The new .NET Runtime is included as part of the build process. This also updates System.Security.Cryptography.Pkcs to 10.0.13, which addresses CVE-2026-84008 and CVE-2026-70162.
