WHY are these changes introduced?

The CLI bundles Hydrogen CLI 13.0.6, which does not include Hydrogen's JSON output support. Version 13.1.0 includes it and is published under the 2026-04 npm tag.

WHAT is this pull request doing?

Update Hydrogen CLI to 13.1.0, refresh the lockfile and generated command metadata and docs, and add a minor changeset for JSON output support.

How to manually test your changes?

1. Run pnpm shopify hydrogen list --help and confirm that --json / -j is listed.
2. Run pnpm shopify hydrogen list --json-schema and confirm it prints the result, error, and event schemas without requiring authentication.
