feat(FU-40): disable deployment annotations by default - #174
Goal: stop writing the deploy.staffbase.com/* annotations by default, because nothing reads them anymore.
Why:deployment-reporter was rebuilt . It now reads the commit and repository from the OCI labels of the image a workload runs, and the image tag as the version. With Flux image automation updating the tags, this action no longer touches most manifests, so the annotations would describe old deployments.
What changed:
deployment-annotations now defaults to 'false'. Callers that still want the annotations set it to 'true'. Workflows need no change.
The README says the reporter reads the image labels, not the annotations.
Tests cover the new default.
Annotations already written stay there; removing them is a separate cleanup.
How to review: check the default in action.yml and scripts/lib/gitops-functions.sh, and read the two README paragraphs in "Deployment tracking annotations" and "Deployment tracking labels".

🔵 Needs a closer look
The linked flux-deployment-reporter PR #49 returned 404, so a maintainer with access should confirm the label selector, OCI-label fields, and version source central to this documentation change.
No open issues 🎉
What changed in this PR
Updates the README to describe how flux-deployment-reporter uses image metadata rather than GitOps annotations to report deployments to Swarmia. No action behavior or defaults change.
Changes:
Clarifies that commit and repository values come from image labels, not deployment annotations.
Documents the workload opt-in label and explains that the reported version comes from the running image tag.

docs(FU-40): flux-deployment-reporter reads OCI labels, not annotations
feat(FU-40): disable deployment annotations by default
Oct 28, 2026
🟡 Needs attention — The default change stops writing deployment annotations unless callers explicitly enable them.
This change avoids stale deployment annotations when Flux image automation updates image tags.
Walkthrough
Deployment annotations are now disabled by default and are written only when explicitly enabled. Tests now verify that an unset input skips annotations. The README documents this default and says that flux-deployment-reporter reads repository and commit data from image labels, and uses the running image tag as the version.

Priority: Low
Merge Risk: Low · up to 9d4b3
Coordinate the workflow pin and documentation before release so annotation expectations and permissions remain accurate.
Security architecture risk: Low · up to 9d4b3
The change does not expand deployment permissions, and explicit opt-in preserves the previous annotation behavior. The main risk is compatibility with deployment-metadata consumers: existing annotations remain but stop being refreshed by default. The deployed reporting transition could not be independently confirmed.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The direct effect is on annotation freshness in manifests processed by adopting callers. The change does not select additional repositories, introduce credentials, or enlarge the existing GitOps publication authority. The population and security role of external metadata consumers are not established.
Trust Boundaries and Controls
observed — The existing sensitive sink is Git publication using the caller-supplied GitOps credentials and configured repository. The PR changes neither that credential boundary nor the enabled annotation payload; it only changes whether the optional metadata-writing branch runs by default.
Resilience and Maintainability Implications
observed — The existing publication sequence remains file mutation followed by centralized commit and retried pull-rebase/push. Inspection found no new rollback, locking, retry, or recovery behavior introduced by the annotation gate; existing partial-failure and concurrent-publication limitations are not changes made by this PR.

These keys mirror the [Swarmia Deployment API](https://help.swarmia.com/settings/organization/configuring-deployments-in-swarmia) field names. `flux-deployment-reporter` no longer reads them: it takes the commit and repository from the image's [deployment tracking labels](#deployment-tracking-labels) instead. template_gitops.yml omits deployment-annotations and currently pins a revision whose default is still 'true'; when it consumes this PR's 'false' default, the job can stop writing annotations while the README still says it writes them and requires deployments: write. Update or coordinate the README and permission guidance with the pin change.
