Adds support for listing plain package names in the extra-packages input of actions/setup. Package Control then installs them, resolving the latest release compatible with the running Sublime Text build:

extra-packages: |
  A File Icon
  SublimeText/UnitTesting@master

Lines containing a / keep the existing GitHub clone behavior. Plain names were previously skipped silently, so existing workflows are unaffected.

Changes

  • action.yaml: plain names are collected and passed to the "Install Package Control" step via UNITTESTING_PC_PACKAGES. Fails early if install-package-control is disabled.
  • install_package_control.sh / .ps1: merge the names into installed_packages in Package Control.sublime-settings before starting Sublime Text, so Package Control installs them on startup.
  • install_package_control_helper.py: waits for the listed packages to appear before checking libraries, and reports any it couldn't install (e.g. typo or no compatible release).
  • Fixes a KeyError in the existing "missing libraries" report (.format(lib) → .format(lib=lib)).
  • README and input description document both line forms.
  • New CI job test-package-control-extra-packages installs A File Icon by name on ST3/ST4 across Linux, macOS and Windows and checks the .sublime-package was installed.

Notes

  • Versions can't be pinned with this form; use user/repo@ref for that.
  • Only the GitHub action supports this; sbin and the docker runner are unchanged.

A line in `extra-packages` without a `/` is now treated as a package
name. It's added to `installed_packages` in Package Control's settings,
so Package Control installs the latest compatible release on startup.
The install helper waits for these packages before checking libraries
and fails with the list of packages it could not install.

Also fix a KeyError when reporting missing libraries.
