What

Reorders DASHBOARD_NAV in actionagent/frontend/utils/dashboardRoutes.mjs so the sidebar reads:

Group Items
(top, unlabelled) Ask ActiveAgents, Agents, New Agent, Run Agents, Evaluations, Scenarios
Observability Traces, Interactions, Sessions, Metrics
Build (new) Projects, Tools, MCP Services
Workspace Organization, Settings

No route, path or view changes; the sidebar renders sections generically, so only the data, its test (dashboardRoutes.test.mjs), the CHANGELOG and the committed bundle move.

Why

Agents and their evaluations are what people open the dashboard for; traces and sessions are how they watch them run; projects, tools and MCP servers are what they run with.

Release

Opened against main. Not on release/1.9.5 (#651); cherry-pick it there if it should ship in 1.9.5, otherwise it goes in the next release.

The sidebar's first group is now Ask ActiveAgents, Agents, New Agent,
Run Agents, Evaluations and Scenarios. Observability keeps Traces,
Interactions, Sessions and Metrics, and a new Build group holds Projects,
Tools and MCP Services. Paths and views are unchanged; only
DASHBOARD_NAV's order and grouping move, with the test's expected nav
and the committed bundle.
