Closes #4126

Rationale for this change

  • write.parquet.page-row-limit was passed as write_batch_size, which only sets how often pyarrow checks page size, so the per-page row limit never applied.
  • It now maps to max_rows_per_page (pyarrow >= 23.0.0). On older pyarrow, setting it emits a warning.

Are these changes tested?

  • test_writes.py — page-row-limit reaches ParquetWriter as max_rows_per_page, and write_batch_size is no longer set.

Are there any user-facing changes?

  • write.parquet.page-row-limit now limits rows per data page.
