feat(gh-ensure-pr-comment): comment on another repository's PR - #22
Merged

New optional `repository` input (owner/name, validated), defaulting to github.repository, so existing callers behave exactly as before. With it, a workflow can post its result on a PR in a different repo, e.g. protocol-doc-ui deploying a preview of a protocol-doc PR and linking it there with a GitHub App token. Also moves aragon/protocol-doc-ui's consumer entry to its new single caller of deploy-vercel.yml (shared-deploy.yml), which no longer passes op-submodules-token-path.

The App ID is in `username`, the private key in `private_key`. Also pins github-templates to the merge of aragon/github-templates#22.
