ci(fork-tests): bump pinned base-anvil to Reth 2.7 upgrade - #243

base/base HEAD moved to alloy 2.5 with the Reth 2.7 upgrade (base/base#5737), which the previously pinned base-anvil (locked to alloy-eips 2.4.1) cannot resolve. Use the same base-anvil revision base/base pins in its own base-std fork-tests workflow. Co-authored-by: Toshi <toshi-noreply@coinbase.com>

Fork tests have failed at "Build patched base-anvil binaries" since base/base moved to alloy 2.5 with the Reth 2.7 upgrade (base/base#5737). The workflow pins base-anvil at
98e7839(locked toalloy-eips2.4.1) but checks out base/base at HEAD, which requiresalloy-eips ^2.5.0, so Cargo can't resolve the build.This bumps
BASE_ANVIL_SHAto541626f, the same base-anvil revision base/base pins in its own.depot/workflows/base-std-fork-tests.yml.Testing: the Base Std Fork Tests job on this PR. It also unblocks #242.
