Reasoning

This PR introduces end-to-end support for H.265 (HEVC) as a media type following bcp-006-03.

Explanation

This PR includes the following changes:

  • Refactors common video codec fields into shared structures to reduce duplication and simplify support for additional video codecs.
  • Adds support for the HEVC media format.
  • Extends nmos-cpp-node to support HEVC senders and receivers.
  • Adds tests covering HEVC functionality to validate the new implementation and prevent regressions.
