ruby/setup-ruby fails with 'Unavailable version 3.4.2 for ruby on ubuntu-26.04' (only latest patch per series is built on newer runner images). This breaks the Black Duck SCA scan in consuming repos (e.g. chef/knife). Switch to '3.4' to track the latest 3.4.x, consistent with ci-main-pull-request.yml.

ruby 3.4.2 is unavailable on ubuntu-26.04 runners, breaking the Black Duck SCA scan.
