   Thanks for reporting. The issue was actually in the CloudSim Plus framework, not in the example: when some VMs couldn't be placed and there was a single datacenter, the broker kept retrying to create them right away, ignoring the configured retry delay and max number of retries. It was fixed in cloudsimplus/cloudsimplus#577.

   CostsExample1 was also updated in #37 to disable VM creation retry. This way, users running the example with a previous framework version won't hit the issue.
