[high] protected-path

This PR modifies a file under the governance/infrastructure path .github/ but has no linked issue justifying the change. Protected-path edits require explicit human approval; without a linked issue stating the rationale, the review agent cannot verify authorization for a major-version bump of the GitHub Actions runner image.

Suggested fix: Link an issue that authorizes bumping the fs-fix-stop job runner from ubuntu-24.04 to ubuntu-26.04 in .github/workflows/fullsend.yaml, or have a human reviewer approve the change with explicit acknowledgement of the protected-path edit.
