Upgrade all eight native kernel packages to
1.3.0and pin source builds tod72c26492ad2fe2385b10eccd02e4ab462eec465. Regenerate the loader version guards and update the native documentation and Unreleased changelog.Validated native generation, build, Prettier, ESLint, and all 1,431 unit tests (with inherited
