…maries (ENG-8910) Removes capabilities/sliver-c2/docs/sliver/ (30 files incl. a GPL-3.0 LICENSE, flagged BishopFox/sliver by Black Duck). SKILL.md now carries short summaries in our own words plus citations to sliver.sh so the capability still works in air-gapped installs. Drops the stale NOTICE entry.
