chore(deps): bump tmp and @turbo/gen - #548

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [@turbo/gen](https://github.com/vercel/turborepo/tree/HEAD/packages/turbo-gen). These dependencies need to be updated together.
