Closes #1236.

Changelog fragments can omit the current PR number or pin a predicted number that belongs to another PR. CI did not compare those references with the PR being reviewed, so these mistakes were left to manual review. This follows the suggestion in #1228 to validate PR links in CI.

Changes

  • Added scripts/check_changelog_pr_refs.ts, which finds the changelog entries a PR introduces and verifies that the trailing references of each include the current PR number and that the links metadata of its fragment maps that number to https://github.com/fedify-dev/fedify/pull/<number>. Trailing references may also cite advisories, as in \[[GHSA-xxxx-xxxx-xxxx], [#123], [#456]], but only the PR number counts for the check. It fails with the fragment path and a message saying how to correct it, and hints at a wrong predicted number when the fragment links to another PR instead. If Git fails for a reason other than a missing file, it reports the error and exits with code 2 instead of passing.
  • Added the check:changelog-pr-refs mise task.
  • Ran the check in the lint job for pull requests to fedify-dev/fedify. The job now fetches the full history for pull requests so that the script can find the merge base and the branches the PR merged in.

A PR without any changelog fragment passes. This is an internal CI improvement, so the commits use Changelog: none instead of a fragment.

Which entries are checked

The script lists the fragments that the PR adds or modifies, according to git diff from the merge base of the base and head revisions. Fragments deleted by the PR or by a merge are not checked.

An entry is treated as historical if it existed before the PR, and as introduced by the PR otherwise. The script compares each entry with the following, pairing entries one-to-one:

  • The previous versions of the same fragment, at the merge base and on the branches that the PR merged in. An entry is historical if a previous entry has the same first paragraph, or failing that, the same first line or the same non-empty trailing references, regardless of their order. So edits to historical entries are excluded, while a new entry is checked even if it starts with the same line as a historical one.
  • CHANGES.md at the same revisions. An entry is historical if its first paragraph exactly matches an entry with trailing references there. This covers entries that sacho carry restores from a released section. CHANGES.md at the head is not used, since its unreleased section holds the PR's own entries.
  • For a carried-from-<version>.md fragment, the section of that version, compared in the same way as the previous versions of the fragment, so carried entries edited afterward stay excluded.

The check runs against the head revision, so later edits to introduced entries in the same PR are checked as well.

Known limitations

  • A historical entry that keeps its trailing references is treated as an edit of it, even if its text is completely rewritten, since it still describes the same change.
  • A historical entry whose first line and trailing references are both changed, or that is moved to another fragment and reworded, is treated as introduced, so the PR has to add its own number to it.
  • An entry carried from a release that was cherry-picked rather than merged is treated as introduced.
  • A reference group with several attributions, such as [[#1], [#2] by A and [#3] by B], is not recognized. No current fragment uses it.

Testing

  • Added focused tests in scripts/check_changelog_pr_refs.test.ts covering missing references, wrong predicted numbers, mismatched URLs, and valid references, including trailing references followed directly by a nested list and references to advisories. They also cover the scope of the check against temporary Git repositories: added fragments, entries added to existing fragments, later edits, renames, edited and moved historical entries, historical entries whose first line is edited, replacements, entries sharing a first line or first paragraph with a historical one, entries merged in from other branches, entries restored by sacho carry and edited afterward, the unreleased section of CHANGES.md, fragments deleted by a merge, and Git errors.
  • Ran mise run check and deno test --check --doc --allow-all --unstable-kv --trace-leaks --parallel scripts/.
  • Reproduced the main cases by hand on a temporary branch: a new fragment without and with the PR number, edits to the first line and to later lines of a historical entry, a new entry sharing the first line of a historical one, and reordered historical entries.
  • Ran the script against the 75 PRs merged into main since changes.d/ was introduced, using each merge commit's parents as the base and head. It reported six of them, Add SvelteKit support to fedify init #971, Update relay documents and add tests  #996, Add @fedify/pglite with PgliteKvStore #1020, Dereference portable vocabulary references through gateways #1077, Serve hashlink media from FEP-ef61 gateways #1080, and Add filtering controls to the debug dashboard #1204, which added entries without the PR number in the trailing references or without links metadata for it, and passed the rest, including PRs that edited historical entries, such as Serve tombstones of portable objects through gateways #1124 and Pass accessor verifiers on to fetched objects #1137, and Use kebab-case for unreleased API string values #1328, whose entry cites an advisory.
  • Ran sacho carry 2.4.1 on a clone of this branch's base. None of the four carried fragments were reported, even after editing the first line of one of them.
  • Reproduced a security fix citing only an advisory in a temporary repository through sacho release, a tag merge, and sacho carry. The carried entry was not reported, even after rewording it.

Walkthrough

The pull request adds a checker that identifies changelog entries introduced by a pull request and validates their references and link metadata. The CI lint job runs the checker for pull requests in this repository.

Changes: Changelog PR Reference Check

Layer / File(s) Summary
Parse and validate fragment references
scripts/check_changelog_pr_refs.ts, scripts/check_changelog_pr_refs.test.ts
The checker parses changelog fragments and validates frontmatter, pull request link metadata, and trailing references. Tests cover valid and invalid entries.
Identify introduced entries across Git history
scripts/check_changelog_pr_refs.ts, scripts/check_changelog_pr_refs.test.ts
The checker compares changed fragments with prior fragment and changelog content, then checks entries identified as introduced. Tests cover edits, renames, merges, carried-forward entries, and deletions.
Run the checker for pull requests
mise.toml, .github/workflows/main.yaml
The mise task runs the checker. The GitHub Actions lint job fetches full history for pull requests and passes the pull request number and base and head SHAs to the check.

Security Architecture Review

Security architecture risk: 🔵 Low · up to ddbce

The change is confined to CI validation rather than deployed application behavior. The checker performs local Git reads, while the existing lint job already executes pull-request-controlled code with subprocess permissions. No introduced credential-exposure attack path was established, but effective CI token permissions remain unresolved.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The directly affected execution scope is the lint runner, its checked-out repository history, and the CI result. PR authors control repository content executed by that job, but this capability predates the new checker. Any broader credential-backed repository authority depends on effective token permissions and runtime credential availability, which remain unknown; production-service exposure was not established.

Security Findings and Attack Paths

  • inferred — The credential-exposure candidate remains deferred rather than a verified attack path. Broad read permission and a Git subprocess warrant attention, but the checker does not explicitly read tokens or invoke remote Git operations, and existing lint execution already crosses the subprocess authority boundary. The available evidence does not establish that the PR introduces or worsens credential exposure.

Trust Boundaries and Controls

  • observed — CI supplies PR identity and revision SHAs through environment variables expanded as quoted command arguments. The checker passes Git arguments directly to Deno.Command rather than constructing a shell command. Fragment URLs are compared with an exact expected string, not fetched, so this validation path does not turn contributor-provided links into network requests.

Hardening Proposals

  • proposed — After checking the requirements of other lint steps, consider explicitly limiting lint token permissions to contents: read and disabling checkout credential persistence. The new checker only requires local history. This would make the existing CI credential boundary more explicit, not remediate a verified vulnerability introduced by this PR.

The check read previous fragments with `git show` and treated any
failure as a missing file, so an operational failure could make it
treat historical entries as introduced. Check with `git ls-tree`
whether the path exists first, and rethrow other Git errors, rather
than matching error messages, which Git can localize. Report such
errors as a one-line message with exit code 2 instead of a stack

We generally avoid merging main back into feature branches in Fedify. Could you rebase this branch onto main instead of keeping the latest merge commit?

Changelog entries often omit the current PR number or pin a predicted
number that belongs to another PR. Add a script that finds the entries
a PR introduces and fails when one lacks the PR number in its trailing
references or in the links metadata of its fragment.

An entry is introduced unless it existed before the PR, at the merge
base or on a branch the PR merged in: an entry with the same first
paragraph, or failing that, one editing an entry with the same first
line, existed before. This excludes edits to historical entries that
keep their first line, as well as entries carried forward through a
merge, while still catching new entries.

escaped, and the group may include advisories besides issue and PR

not pair a carried entry citing only an advisory with its original once

We're reducing Deno and JSR standard-library dependencies in #1281 and #1284, with #1338 handling part of that cleanup. Could you avoid adding new @std/* imports here? The path and file-URL helpers in the script and tests can use node:path and node:url. For YAML, please coordinate with the script migration in #1283 rather than adding another use of @std/yaml; #1338 explains why the existing YAML uses were left for that work.
