Backport of #956 to release-1.19, based on v1.19.5. Task: Kaiten #72417162.

The regression is explicitly reproduced on v1.19.5.

Changes

  • Restore ARM images using official multiarch Go/Alpine bases and architecture-specific jq packages.
  • Check Alpine and five binaries before publication; run the full three-platform CI matrix only after base-image changes or on manual request.
  • Fix codespell setup with Python 3.12 and preserve incomplete hook log records between writes.
  • Adapt the log fix and regression tests to the release executor. Keep the release's Go dependencies and kubectl v1.34.8.

Backport of ccd0f3e (#956).

Keep release dependencies and kubectl v1.34.8. Flush log streams after cmd.Wait and exercise EOF with a real shell process.
