Update FormatJS CLI to 1.8.2 with published SHA-256 checksums. Keep older CLI versions available.
Refresh direct Bazel modules, generated presets, and workspace lockfiles. BCR runs rule tests on Bazel 8.5; the version-specific preset snapshot stays in pinned CI. Other tooling upgrades landed through the existing Renovate PRs.
Validation: root and all three example suites passed locally; CLI reports
formatjs 1.8.2. All 18 rule tests pass on Bazel 8.5. BuildBuddy cross-platform builds and native smoke tests run before merge.
