Skills can't ask clarifying questions in interactive mode with Hydra Fusion (e.g. grill-me) #5235

Description

When using Hydra Fusion in interactive mode, skills that need clarification cannot ask the user a question and wait for an answer. This prevents question-driven workflows such as Matt Pocock's grill-me skill from completing as intended.

In prior interactive chats, grill-me asked clarifying questions in rounds, paused for my answers, and used them to guide the next questions or the work. I expect the CLI to support the same interaction.

Steps to reproduce

1. Start GitHub Copilot CLI in interactive mode and select Hydra Fusion.
2. Invoke the grill-me skill with a task that has unresolved requirements.
3. Let the skill attempt to ask a clarifying question.

Actual behavior

The skill is unable to ask the user a question and receive an answer, despite the session being interactive.

Expected behavior

The CLI presents the question (including choices, if provided), accepts the user's response, and resumes the skill with that answer.
