Canary only. Do not merge or propagate estate-wide until the remaining real gates have been reviewed. This PR repairs reusable workflow execution after the canonical standards repository transfer, not the entire repository's compliance posture.
Verified remediation
Existing changes replace six reusable workflow caller coordinates hyperpolymath/standards with metadatastician/standards.
Verified, GitHub-signed commit 9c31a20 repins the six calls to the self-consistent canonical revision46ee18323305d5b36e2eef936e47dd54c39ea736 and rebuilds the corresponding transitive .github/workflows/actions.lock. These seven files are the only changes in this follow-up.
Local git diff --check, scripts/check-lock-sync.sh, and standards' close-lock.sh --check all passed; transitive dependency closure reports zero dangling edges.
GitHub repository Actions settings have been independently checked: allowed_actions=selected, sha_pinning_required=true, with the six new canonical, full-SHA workflow pins added to the precise allowlist. No broad wildcards, bypasses or disabled checks.
What actual jobs show
The previous Set up job: invalid lockfile pin obstruction is no longer the leading result for these reusable workflows. The new canary run shows:
Standards contract still assumes a legacy A2ML profile even though the estate is moving to DEED. Reconcile producer, canonical profile format, and consumer together; do not manufacture a fake legacy pin.
UUID v7 / UUID v8 conformance
v7, v8 both report non-v8 literals in CLAUDE.md, historical audit reports, epistemic transition notes, and grade-receipt.sh
Classify immutable historical/external identifiers explicitly before any migration. Do not silently rewrite identity or evidence. Inspect why the v7-named job invokes the v8 checker.
OpenSSF compliance
Failed job lists unresolved {{...}} template tokens across numerous files
Separate deliberately unexpanded templates and examples from distributable project artefacts; fix template initialization or restrict the check by documented role, not an unchecked exemption.
How to reuse this finding without coupling the systems
cicd-squabbler should distinguish not scheduled, Set up job / policy, transitive lock provenance, and started / genuine gate failure, with job-linked evidence and stable failure fingerprints.
Hypatia can learn from qualified outcomes (a job truly started; a gate truly passed or failed), not from job creation, status labels, repeated notifications, or old confidence records alone.
gitbot-fleet / .git-private-farm should treat this as a canary observation, dedupe by root cause and withhold propagation until required outcomes are verified.
ECHIDNA / Pons / panic-attack can independently verify lock invariants, provenance/format transition contracts, and failure injection respectively; they should not become a CI orchestrator or inherit one estate's particular conventions.
standards draft PR #1391 repairs the general-purpose post-transfer relocker and has independent passing CI. It does not solve the above three semantic compliance failures.
Evidence maturity: signed repair + local lock proofs + observed execution = verified startup remediation; full CI compliance and estate-wide safety = not yet demonstrated. Preserve both positive and negative evidence.

Summary by CodeRabbit
Chores
Updated the shared workflow source and pinned revision used by the repository’s governance, scanning, mirroring, Rust CI, scorecard and secret-scanning checks. The workflow paths remain unchanged. These updates affect the checks that run for the repository; no end-user-facing functionality has changed.
Six GitHub Actions workflow callers now reference reusable workflows from metadatastician/standards at commit 46ee18323305d5b36e2eef936e47dd54c39ea736. Their workflow paths remain unchanged.
The governance, Hypatia scan, mirror, Rust CI, scorecard, and secret-scanner callers now reference metadatastician/standards at the same commit. Their reusable workflow paths remain unchanged.
hyperpolymath/secret-types#10: Updates reusable workflow callers in the Hypatia scan and secret-scanner workflows, which this PR also changes.
Merge Risk: Minimal · previous review 9c31a
The updated callers and synchronized lockfile address the previously identified transitive-provenance concern. No actionable merge-blocking issue remains established; normal CI checks should still complete before merging.

Full details: Title check
Explanation
The title names the three themes of the PR: canonical reusable workflow callers, a least-privilege Actions canary, and lock file sync. The raw summary confirms the main change is repointing six reusable workflow callers from hyperpolymath/standards to metadatastician/standards, and the description and objectives confirm the lock sync. The title is long (81 characters, 10 words) and lists three items rather than one main change, and it does not clearly mention the repointing of callers, but it refers to real aspects of the change. It is therefore related to the changeset and passes, though it could be more concise.
Full details: Description check
Explanation
The description does not follow the repository template's section structure. It has no '## Summary' heading matching the template, no '## Changes' section with a bulleted list of key changes, no 'RSR Quality Checklist' section, no '## Testing' section, and no '## Screenshots' section. The author's text is detailed and on-topic. It gives a scope statement, verified remediation steps, CI run evidence, and a list of failing gates, so it is not off-topic. However, the required template sections and checklist items are absent. The checklist items for tests, formatting, linting, banned patterns, SPDX headers, and secret handling are not addressed as checklist entries. The description states some test and lint results, such as 'git diff --check' and 'check-lock-sync.sh', but these are not mapped to the template's required items. The author also states that Rust tests were skipped, so the 'Tests pass' requirement is not shown to be met. Overall, the content is substantive but is largely not in the required template format.
Resolution
Restructure the description to follow the repository template. (1) Add a '## Summary' section that states what the PR does and why, and link related issues with 'Closes #N' where applicable. (2) Add a '## Changes' section with a bulleted list of the six reusable workflow caller changes and the lock file update. (3) Add the '## RSR Quality Checklist' section and mark each Required item as checked or unchecked. For items that are not met, such as 'Tests pass', state that the Rust tests were skipped and explain why. Address the SPDX, secrets, and banned-pattern items explicitly. Mark the As Applicable items that apply, for example the documentation and state-file items. (4) Add a '## Testing' section that lists the local checks (git diff --check, check-lock-sync.sh, close-lock.sh --check) and the CI runs with their outcomes, and separate passing jobs from skipped or failing jobs. (5) Add a '## Screenshots' section, or state that it does not apply. Keep the existing scope warning and the canary status at the top of the Summary section.

Replace bare commit SHA refs in the da2c748… lock subtree with tag or branch refs.

Replace bare commit SHA refs in the da2c748… lock subtree with tag or branch refs.
The lock entry metadatastician/standards@da2c748… (.github/workflows/actions.lock:264-276) and its nested entries record full commit SHAs as ref. For example, the dtolnay/rust-toolchain@6c977a… entry records ref: '6c977a…' (line 176). The gh-actions-lock documentation states that the Actions backend rejects an entry whose key is a full SHA and whose ref is that SHA. It requires a tag or branch ref. Any job that calls da2c748… can fail during setup from this subtree. Governance and Rust CI are reported as failing. Mirror and Scorecard reach the same subtree, but no failure log is available for them.
This condition predates the change. The same bare-SHA refs exist at the merge base. The caller rename does not change them.
Regenerate actions.lock with gh actions-lock and review the diff. Do not edit the lockfile by hand. Confirm that each transitive entry records a tag or branch ref. Also confirm that the job-level uses: references and the CodeQL pin remain as intended, because automatic rewriting can drop job-level references.
Note: this behaviour predates this PR (already present at merge base c861945e3fd2); the change keeps it reachable.

Review comment at @.github/workflows/governance.yml at line 21:
Update the lock metadata for the governance reusable workflow referenced by
`uses` so its entry and every nested entry record a tag or branch ref instead of
a bare commit SHA. Preserve the existing job-level `uses` references and CodeQL
pin.

Canary repair: six reusable workflow callers now resolve to the known self-consistent canonical standards SHA 46ee18323305d5b36e2eef936e47dd54c39ea736. Rebuilt the transitively closed Actions lock. Local lock sync and closure checks passed. Selected Actions and required SHA pinning remain enabled. This commit does not bypass substantive gates; verify real job startup and retain failing policy checks for separate remediation.
