build(deps): fix vulnerable dev dependencies and modernize tooling - #32

Update dev dependencies to latest (TypeScript 7, React 19 for tests, fast-check 4, husky 9, changesets 3), drop unused ts-node and tslib, and migrate tsconfig off options removed in TypeScript 7 (target ES5, moduleResolution node10, baseUrl/paths).
Publish via changesets/action v2 on master (trusted publishing, kept in publish.yml) instead of on GitHub release, and run biome/tsc/tests/build on pull requests with the labd pnpm-install action.
Fix the publint findings (missing exports map, type and sideEffects) and run publint in CI.
Enable publint in the tsdown config with failOnWarn, so every build lints the package, and drop the separate lint:package script and CI step. The experimental TypeScript 7 API warning from rolldown-plugin-dts is suppressed so it does not fail the build.

Dependabot alert #33 (critical, form-data < 4.0.4) is stale: form-data is no longer in the lockfile on master. GitHub's dependency graph currently has no snapshot for this repo (the SBOM endpoint returns 404), so the alert was never re-evaluated after the pnpm 12 migration.
pnpm auditon master did report other advisories in dev tooling, all fixed here:pnpm auditis clean after this change. Dev dependencies only, so no changeset.Modernization
