Update the exported version to v4.16.2 for the merged Basic authentication parsing correction (#3188), empty-token CSRF hardening (#3189), and CSRF TokenLookup configuration validation (#3149).
The fixes passed regression tests and upstream CI on Go 1.26 and 1.27 across Linux, macOS and Windows. This PR changes only the version constant and runs the normal release checks. Go 1.26 remains the minimum; the empty-token CSRF change is defense in depth and has no new security advisory.
