fix: build the discovery controller with Go 1.27.3 - #225

go.mod requires go 1.27.3 since the toolchain bump, but the discovery
Dockerfile still pinned the golang:1.27-alpine digest for Go 1.27.2, so
go mod download failed ("go.mod requires go >= 1.27.3 (running go
1.27.2; GOTOOLCHAIN=local)") in the image workflow and the release.
