A full setup now turns on the elevatedActionsEnabled preference of the agent space.

This enables the Chat interface to prompt users to approve/deny write tools, rather than blanket reject them.

Note

Overview
Full setup now turns on the agent space preference elevatedActionsEnabled, so the DevOps Agent chat can prompt for approval on write tools instead of rejecting them outright.

On new spaces, setup sets the preference at create time. On reused spaces (full setup only), it calls UpdateAgentSpace with a merged copy of existing preferences so nothing else is wiped. Spaces that already have elevated actions enabled are left alone. Connect-only runs (MCP-only on a space ldcli did not create) do not change this preference.

The setup plan text and CLI long help now mention elevated actions. Test doubles implement UpdateAgentSpace, and new tests cover create, reuse, idempotency, and connect planning.

A full setup now turns on the elevatedActionsEnabled preference of the
agent space. Setup sets it when it creates a space. On a reused space,
setup reads the current preferences and sends them with the new one,
because an update replaces all the preferences. A connect run does not
change the preference. The --no-elevated-actions flag keeps the
preference as it is.
