Add STATUS.md with the CI status of every sample, and point LocalStack bugs to Discussions

STATUS.md

STATUS.md lists every public, unarchived repository in the organization, 76 today, with .github itself left out. Each one gets its description and a CI badge.

Layout. The repositories are grouped into sections: AWS, Snowflake, Azure, Kubernetes, LocalStack features, and CI and testing. A repository goes into a section by rules on its name and topics, and status.toml holds the exceptions. Each section is a Sample | Description | CI table sorted by name.

Badge. One shields.io badge labelled CI per repository, for its main test workflow on the default branch. It links to that workflow's runs.

• Keep Alive, PR preview, GitLab sync, lint, release and state-injection workflows are never picked.
• When a repository has several test workflows, Cloud Pods and snapshot workflows are skipped and an "integration" workflow is preferred. status.toml overrides the pick for sample-serverless-quiz-app.
• A repository without a test workflow shows No CI (kirocrew-demo).
• When GitHub has turned off a workflow after 60 days without activity, the cell shows a grey CI disabled badge. This applies to sample-athena-glue-s3-data-lake-query and localstack-on-eks.

Generation. scripts/generate_status.py uses only the Python standard library and reads the GitHub API with the job token.

• The Update STATUS.md workflow runs every Monday, on workflow_dispatch, and on pushes to main that change the generator, status.toml or the workflow. It commits STATUS.md only when the content changed.
• On pull requests it only runs the generator, to check it works.

Descriptions. The 12 repositories without a GitHub description now have one, so the generator reads a single source.

The profile README links to STATUS.md in one line, without listing samples.

LocalStack bug reports

localstack/localstack is archived. The profile README, CONTRIBUTING.md, the sample bug report form and the issue template links now ask people to start a discussion in the LocalStack community instead.

Tested

The generator ran locally against the live API. All 73 badges render: 72 passing, and localstack-terraform-samples shows failing until localstack-terraform-samples#19 is merged. This PR's run of the workflow runs the generator on GitHub.
