The scheduled Sample Tests run fails for emr-serverless-python-dependencies since LocalStack 2026.10.0 (run):

#9 [base 4/6] RUN curl -sSL https://install.python-poetry.org | python3 -
#9 0.142 /bin/bash: line 1: curl: command not found
#13 [build-poetry 2/3] RUN poetry self add poetry-plugin-bundle@1.4.1
#13 0.115 /bin/bash: line 1: poetry: command not found

Dockerfile-localstack builds on localstack/localstack:latest, which no longer ships curl. The pipe still exits 0 (python3 reads an empty script), so the build only fails one step later. This installs curl first, the same change localstack-pro-samples #277 makes to its copy of this Dockerfile.

Tested locally: docker build . --file Dockerfile-localstack --output <dir> completes and exports pyspark_env (Poetry 1.5.1, poetry-plugin-bundle 1.4.1). The rest of make test-ci is unchanged and runs in this PR's CI.

The build image is localstack/localstack:latest, which no longer ships curl
since 2026.10.0. `curl ... | python3 -` then still exits 0 (python3 reads an
empty script) and the build fails one step later with `poetry: command not
found`. Install curl first, as localstack-pro-samples does.
