Use system colors to distinguish the current topic, inactive borders and keyboard focus in forced-color mode, without changing normal-mode paint.
Verification
Production build passed. Introduction and New Programmer pages passed current-topic and every-TOC-link keyboard-focus checks in actual Windows Aquatic and Desert (8/8 checks). Original desktop theme restored; normal-mode styles unchanged.
