Replace decorative resource and meetup headings with paragraphs while preserving their existing typography.
Verification
Production build and TypeScript check passed. All 6 resource and 15 meetup labels are absent from the heading tree; actual section headings remain. Every Community link was traversed by keyboard, and all 21 labels retain their baseline font size, weight, line height, padding and margins.
