chore(quest): bump quest for the guide's workspace rules - #204

Pins the quest flake input to kixelated/quest#223's merge commit, whose guide gains a Workspace section every agent task follows. Rewords the Quests line to the new init text so agents run `quest guide` before any work, ignores `/.tmp/` for agent scratch, and refreshes the skill stubs with the new `quest init`.
