This PR hardens the GitHub Actions workflows of this repository.
Uses the reusable workflows from openwisp-actions 0.1.0, pinned to its commit hash.
Pins all other actions, the CI Redis image and PyPI publishing to fixed revisions.
Limits workflow permissions to the minimum needed and stops checkout from keeping credentials.
Validates the changelog bot's input before it reaches a privileged workflow.
Adds a zizmor workflow that audits the workflows on every PR.
Adds a seven-day Dependabot cooldown.
The issue_comment, pull_request_target and workflow_run triggers are still needed. Each one is guarded by checks and has an inline zizmor justification.
Added a pinned Zizmor workflow that scans GitHub Actions definitions
on master and all major.minor release branches. The workflow reports
findings through GitHub code scanning with least-privilege permissions.
Switched reusable workflows from openwisp-utils to openwisp-actions,
pinned to the 0.1.0 release commit.
Pinned other actions to immutable revisions and reduced workflow
permissions. Disabled persisted checkout credentials, validated
metadata consumed by privileged workflows, and added job-level
concurrency limits.

The change updates GitHub automation across dependency updates, bot workflows, CI, and PyPI publishing. It pins reusable workflows and actions, changes workflow permissions and execution conditions, and adds concurrency and validation controls to changelog processing. It also adds a zizmor security-analysis workflow and sets seven-day Dependabot cooldowns for pip and GitHub Actions.
openwisp/openwisp-utils issue 805: This PR migrates repository workflows from openwisp-utils reusable workflows to pinned workflows from openwisp-actions.
openwisp/bot-testing-ground issue 129: This PR migrates assignment, stale-PR, and PR-reopen workflows to openwisp-actions, matching the issue’s reusable workflow migration scope.

Some pull requests that need no changelog can show a failed changelog workflow. Gate those checks on a successful artifact download; the remaining risk is bounded.

The pinned reusable workflow is compatible with contents: read.
The reusable workflow requests only contents: read for its job. It uses a separately generated GitHub App token with pull-requests: write for the changelog action, so the caller does not need to grant write permissions to GITHUB_TOKEN.

32-32: 🩺 Stability & Availability
The 3.10 interpreter does not establish a release failure. The claimed build failure has no supported causal path.
Line 32 selects Python 3.10 for the Build package step, which runs python -m build. setup.py:63 declares python_requires=">=3.11". That declaration becomes package metadata. The inspected build path does not show that python -m build checks it against the running interpreter, or that the build imports package code that needs 3.11. The searched files show no [build-system] table or other build requirement that would need 3.11. The comment's conclusion that python -m build will fail is therefore not established.
The version mismatch is real, and it may be unintended. The comment's "restore 3.12" fix also assumes the previous value was the correct one, which the PR does not establish. I cannot confirm from this evidence whether the release build completes under 3.10. Without a visible build-time failure, the comment does not show a material release-blocking consequence.

Gate PR association and approval on artifact download success.
When the trigger skips changelog-metadata, the download fails but continue-on-error: true lets the runner continue. The unguarded steps can then fail on PR association or approval checks, producing a red runner workflow even though changelog processing should be skipped.
