Adds ref forwarding to Label and to all Drawer components, following the existing forwardRef + innerRef pattern used by components such as Panel and Card.
Label: the ref is attached to the root element (<span>, or <button> for the overflow and add variants).
Drawer: Drawer, DrawerActions, DrawerCloseButton, DrawerContent, DrawerContentBody, DrawerHead, DrawerMain, DrawerPanelBody, DrawerPanelContent, DrawerPanelDescription and DrawerSection now forward refs to their root <div>.
Drawer, DrawerContent and DrawerPanelContent already keep an internal ref to that element (used for resizing). They expose it with useImperativeHandle instead of replacing it, so resizing keeps working. For DrawerContent the ref points at the pf-v6-c-drawer__content div, the element that receives the spread props.
Added unit tests asserting each ref resolves to the component's root element. Existing snapshots are unchanged.
Testing
jest for Drawer, Label, react-table and react-templates: all passing.
Full ESM TypeScript build of all packages passes.
Checked in Chromium with a test page: refs resolve for every panel position (start/end/bottom), inline mode, and after collapse/expand; keyboard and mouse resizing still work.
Demo
Before (main): ref.current stays null for Label and every Drawer component. After (this PR): each ref points at the component's root element, stays correct when the drawer layout changes, and drawer resizing still works.
Wrap Label in forwardRef so that refs passed to the component are
attached to its root element (span, or button for overflow/add variants).
Closespatternfly#12651
Wrap Drawer, DrawerActions, DrawerCloseButton, DrawerContent,
DrawerContentBody, DrawerHead, DrawerMain, DrawerPanelBody,
DrawerPanelContent, DrawerPanelDescription and DrawerSection in
forwardRef. Components that already hold an internal ref to their root
element (Drawer, DrawerContent, DrawerPanelContent) expose it through
useImperativeHandle so internal behavior such as resizing keeps working.

Walkthrough
Drawer components and Label now forward refs to rendered DOM elements. Tests verify the ref targets for Drawer and its subcomponents, and for Label’s default and overflow variants.

Layer / File(s)
Summary
Forward refs from Drawer components packages/react-core/src/components/Drawer/*.tsx, packages/react-core/src/components/Drawer/__tests__/Drawer.test.tsx
Drawer and its subcomponents now forward refs to their root or context elements. Tests check the ref targets for Drawer and ten subcomponents.
Forward refs from Label packages/react-core/src/components/Label/Label.tsx, packages/react-core/src/components/Label/__tests__/Label.test.tsx
Label now forwards refs to its default span or overflow button root. Tests check both targets.
Ref-based focus does not reach the button inside some interactive Labels, and supplying both ref props can leave the forwarded ref unset. These are bounded gaps with workarounds, so the change is mergeable with owner awareness.

Explanation
The title "fix(Label, Drawer): add ref forwarding" matches the main change. The PR adds ref forwarding to Label and the Drawer subcomponents (Drawer, DrawerActions, DrawerCloseButton, DrawerContent, DrawerContentBody, DrawerHead, DrawerMain, DrawerPanelBody, DrawerPanelContent, DrawerPanelDescription, DrawerSection) through forwardRef and an innerRef prop. The title names both affected components. It uses a conventional commit prefix, which is short and readable. Linked issues #12651 and #12650 request the same ref forwarding.
Full details: Linked Issues check
Explanation
The PR implements the coding requirements for both direct issues. For [#12651], Label uses forwardRef and forwards refs to its root span or variant button. For [#12650], all listed Drawer components use forwardRef and expose refs to their root div elements. Drawer, DrawerContent, and DrawerPanelContent preserve their internal refs with useImperativeHandle. Unit tests cover Label and the Drawer components.

🎯 Functional Correctness | Minor | ⚡ Quick win
Preserve the forwarded ref when innerRef is supplied.
If a caller passes both ref and innerRef, {...props} replaces the forwarded ref. The caller’s ref then stays null. The new wrappers use this same order across Drawer and Label. Give ref precedence when present, and retain props.innerRef when it is the only ref.

For a non-overflow and non-addLabel, onClick or isEditable renders a child <button>, but the forwarded ref remains on the outer <span>. Calling ref.current.focus() therefore does not focus the actionable button. Preserve the root ref contract and expose a separate ref for the actionable child.
