Added documentation for the IV-DCY USB Board including layout, title, owner, licenses, and source links.
The org page's `site` value had no URL scheme, so Jekyll rendered it as a relative link (/org/hkr-ypt/github.com/hkr-ypt) and HTML Proofer failed with "internally linking to github.com/hkr-ypt, which does not exist".
