Register OAuth client as "Posit CLI" - #871

Connect now shows the client name on its consent screen, so use a human-readable name instead of "rsconnect-python". The keyring service name is unchanged so existing stored credentials keep working. Fixes #870 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Connect now shows the OAuth client name on its consent screen, so register with the human-readable name Posit CLI instead of
rsconnect-python.rsconnect-python. It's the key for stored tokens, and changing it would orphan existing logins.client_namesent during registration.
