The first commit contains the applied patch and tests, the second covers the changes needed to upstream it. I will squash them at the end. |

I'm having second thoughts about moving this patch over. I think we should spend some more time thinking about the feature and what would be useful to more people.

`verify_provenance` into the certificate-less attestation branch, after
`_has_valid_certificate(attestation)` routes valid Sigstore attestations to
`attestation.verify(...)`. Keep custom-key verification and the missing-key
error within that branch so Sigstore verification does not depend on the
optional key.

Did I originally call this SLSA attestation verification support? If I did, sorry I was wrong. This is adding support for public key signed attestations. Doesn't matter if the envelope is of SLSA or PypiAttestation, the change is in the VerificationMaterial allowing certificate to be null and optionally specifying public_key.

Do you know why we are using v0.2? It might be something AI choose for me when I added this to services, but I've forgotten. The PyPI docs say the supported SLSA predicate-type is https://slsa.dev/provenance/v1

I will look into it. I checked their data, and they currently use only v1.

Why not just add public_key here as a nullable publicKeyIdentifier.
See:
https://docs.sigstore.dev/about/bundle/#verification-material
https://github.com/sigstore/protobuf-specs/blob/main/protos/sigstore_bundle.proto#L94
https://github.com/sigstore/protobuf-specs/blob/main/protos/sigstore_common.proto#L185
Interesting that the example in the sigstore docs is wrong compared to the proto definition. publicKey vs public_key, the later being the one in the spec.

Regarding my earlier comment, I believe the data structure is currently wrong. The sigstore support is of the form
"verification_material": {
"public_key": {
"hint": "some string, probably the public key id"
}
}
There is no guarantee that the whole key will be inside the field. The hint is left vague and up to the signer and consumer to agree upon what they will be using before hand. This field, according to sigstore, seems mostly to be a sanity check.
There was a problem hiding this comment.
I dropped the embedded public key, it should come from an independent source (you cannot trust a key shipped with the package, because you cannot trust the package - that is why you verify it).

Quote the environment-variable value.
If an operator enters this example in a shell, the space after @json ends the assignment value. The example does not configure the key. Show a quoted value and state where to set it, as Pulp does for other JSON-valued environment settings. (pulpproject.org)

Qualify the verification guidance for downloaded attestations.
Lines 84-85 recommend sigstore or pypi-attestations for verifying downloaded provenance. That guidance does not apply to these key-signed attestations: pypi-attestations 0.0.28 requires certificate-bearing verification material for its standard verification path, which the new format omits. State that consumers need a verifier that supports this custom-key format. (github.com)

# pypi-attestations
A library to generate and convert between Sigstore Bundles and PEP 740 Attestation objects.
Important
This library is an implementation detail within the reference implementation of PEP 740. Most users should not need to interact with it directly; see the PyPI documentation for full details.
## Installation
python -m pip install pypi-attestations
## Usage as a library
See the full API documentation here.
### Signing and verification
Use these APIs to create a PEP 740-compliant `Attestation` object by signing a Python artifact (i.e: sdist or wheel files), and to verify an `Attestation` object against a Python artifact.
from pathlib import Path
from pypi_attestations import Attestation, Distribution
from sigstore.oidc import Issuer
from sigstore.models import ClientTrustConfig
from sigstore.sign import SigningContext
from sigstore.verify import Verifier, policy
dist = Distribution.from_file(Path("test_package-0.0.1-py3-none-any.whl"))
# Sign a Python artifact
trust_config = ClientTrustConfig.production()
issuer: Issuer = Issuer(trust_config.signing_config.get_oidc_url())
signing_ctx = SigningContext.from_trust_config(trust_config)
with signing_ctx.signer(issuer.identity_token(), cache=True) as signer:
attestation = Attestation.sign(signer, dist)
print(attestation.model_dump_json())
# Verify an attestation against a Python artifact
attestation_path = Path("test_package-0.0.1-py3-none-any.whl.attestation")
attestation = Attestation.model_validate_json(attestation_path.read_bytes())
identity = policy.Identity(identity="example@gmail.com", issuer="https://accounts.google.com")
attestation.verify(identity=identity, dist=dist)
### Low-level model conversions
These conversions assume that any Sigstore Bundle used as an input was created by signing a distribution file.
from pathlib import Path
from pypi_attestations import Attestation
from sigstore.models import Bundle
# Sigstore Bundle -> PEP 740 Attestation object
bundle_path = Path("test_package-0.0.1-py3-none-any.whl.sigstore")
with bundle_path.open("rb") as f:
sigstore_bundle = Bundle.from_json(f.read())
attestation_object = Attestation.from_bundle(sigstore_bundle)
print(attestation_object.model_dump_json())
# PEP 740 Attestation object -> Sigstore Bundle
attestation_path = Path("attestation.json")
with attestation_path.open("rb") as f:
attestation = Attestation.model_validate_json(f.read())
bundle = attestation.to_bundle()
print(bundle.to_json())

## Purpose
This section must discuss at a high level the reason for creating the new predicate type. Essentially, it describes the problems that can be solved using the new predicate.
## Use Cases
This section must discuss at least one concrete use case that will be covered by this predicate and how the current predicate types (if any) do not solve this.
## Prerequisites
New predicate types may be very specific to a particular technology or specification, which must be detailed in the prerequisites section. The in-toto Attestation Framework may be a necessary prerequisite for all predicate types, if so it SHOULD be explicitly mentioned to err on the side of caution.
## Model
The in-toto Attestation Framework was designed with software supply chain specific metadata in mind. However, supply chains are vast and composed of many different components and phases. Therefore, it is important for the predicate type to declare at a high level the steps and functionaries (in the generic) it is relevant to.
## Schema
The schema of the predicate type is the core part of the document. It defines the fields included in an instantiation of the predicate, as well as rules to parse them.
{
// Standard attestation fields:
"_type": "https://in-toto.io/Statement/v1",
"subject": [{ ... }],
// Predicate:
"predicateType": "<Type URI>",
"predicate": { ... }
}
### Parsing Rules
Parsing rules are important to define explicitly to ensure implementations can handle example attestations correctly. For example, this section can discuss how the predicate type is versioned, how non-specified fields must be handled, and so on. Attestations definitions MUST use this section to define how the parsing rules differ from the framework’s standard parsing rules.
### Fields
This subsection defines the fields that make up the new predicate type. In addition to the predicate's fields, this subsection can be used to specify additional constraints at the statement layer.
The fields must be listed with their names, the type of information they can hold, whether they are required or not, and a textual description of their expected contents. If the legal values for a field are known, or belong in a range, this must be specified in the description.
## Example
A new predicate type MUST include one or more examples. It is recommended that this example corresponds to the Purpose defined at the start of the document.
The example included MUST be an entire in-toto attestation statement, and not just the predicate type. This will allow adopters and implementers to work with examples more easily.
## Changelog and Migrations
For predicate definitions, it is important to be able to clearly map the changes made to the schema of the predicate to its different versions. These changes and the steps to migrate from one to another must be detailed where appropriate. This section MAY be skipped for the initial version of a predicate type.</excerpt>

Validate the complete statement before accepting it.
On the certificate-free path, a correctly signed statement with a matching subject can pass without _type or predicateType. The resulting provenance can be persisted and served, but the pinned pypi-attestations==0.0.28 statement model requires those fields and rejects unsupported predicate types. Non-object statements, subject: null, and non-object subject entries can also raise TypeError or AttributeError; the upload callers catch AttestationError, not these built-in exceptions. Validate the statement fields and shapes, and report invalid input as VerificationError.

Validate the complete statement before accepting it: require an object with the
supported `_type` and `predicateType`, validate any predicate and subject
shapes, and check that the subject digest is an object before accessing its
SHA-256 value. Convert malformed or unsupported input to `VerificationError` so
upload callers handle it consistently.

Bind the claimed publisher to the verification key.
For a direct provenance upload, an uploader can reuse a valid key-signed attestation for the same package and change only bundle.publisher. This branch verifies the statement and signature but never checks whether the key establishes the claimed publisher. The certificate branch applies the publisher policy; this branch can instead store a verified attestation that claims an unrelated GitHub publisher. Bind permitted publisher identities to the configured key, or reject trusted-publisher claims on this path. (raw.githubusercontent.com)

Update the direct-upload verification path around _verify_statement_subject and
