Part of the move from Heroku to cabotage, in preparation for the migration.

app.json is the manifest behind the "Deploy to Heroku" button. #464 removes that button from the readme and documents the cabotage deployment instead, so the file has no remaining purpose. cabotage builds from the Dockerfile and never reads it.

Merge after #464. Procfile and runtime.txt stay for now, since Heroku keeps running alongside cabotage until the cutover is confirmed.

app.json only served the "Deploy to Heroku" button, which #464 removes
from the readme. blurb-it moves to cabotage, which builds from the
Dockerfile and ignores this file.

It was the only JSON file in the repository, so drop the check-json
pre-commit hook too; otherwise check-hooks-apply fails.
