Migrate pyexpat from API deprecated in Expat 2.9.0 #159893
Description
Expat 2.9.0 deprecates some functions in favour of a 64-bit-size replacements:
XML_GetCurrentLineNumber→XML_GetCurrentLineNumber64XML_GetCurrentColumnNumber→XML_GetCurrentColumnNumber64XML_GetCurrentByteIndex→XML_GetCurrentByteIndex64XML_GetCurrentByteCount→XML_GetCurrentByteCount64XML_GetInputContext→XML_GetInputContext64
We should adapt for the ones we use.

There are a few new functions that I'd like to use as well with the Properties API. It could simplify the code we use. I will try to address it at the sprint as well.
