Move Shaka settings to the .agents/shaka layout - #874
Moves this repository's Shaka settings and standard commands into .agents/shaka/ with shaka seam upgrade. Setting values and command arguments are unchanged.
Repaired by hand before the upgrade: .agents/bin/test now calls .agents/shaka/bin/validate, and AGENTS.md and .agents/bin/README.md name the new command location (separate commit).
shaka seam check --local passed on the result. The moved setup, validation, and test commands were not run locally; this PR's checks exercise them. Until it merges, Shaka keeps reading policy from the default branch.

Consider moving the README to .agents/shaka/bin/ so it sits beside the scripts, if shaka seam check allows that. If not, leave it as is.
I didn't run the moved scripts. The PR's CI should cover them. No security or performance concerns.

Restore discovery of the build and lint wrappers
When a portable skill follows the newly documented .agents/shaka/bin/<name> contract for build or lint, it finds neither executable because this commit leaves both wrappers under .agents/bin/. Since the same contract says a missing script means the capability is unavailable, agents can now skip two capabilities that existed before the upgrade; move those wrappers as well or document and preserve the split lookup.

AGENTS.md now sends callers to .agents/shaka/bin/<name>, but lint and build remain in .agents/bin/. Both are still listed in the linked README. Callers following these instructions cannot find them and may skip them because a missing script means the capability is unavailable.
