Summary

This pull request keeps pytest and ruff out of the app's runtime dependencies, so developers who install the app only get what it needs to run. Contributors still get the dev tools with pip install -e ".[dev]".

  • Moves pytest and ruff from dependencies into a dev extra
  • Installs with pip install -e ".[dev]" in CI and the README
  • Matches bolt-python-starter-template#71 and bolt-python-custom-step-template#69
  • Verified in a fresh Python 3.14 virtual environment: the install, ruff check, ruff format --check, and pytest (21 passed) all succeed
